
Designing Institutions That Learn
Many public institutions fail not because they lack values, expertise or goodwill, but because their structure cannot perceive, remember and correct the harms they are meant to address. They respond to crises, yet leave intact the conditions that made those crises inevitable. Dynamic symmetry theory offers a way of understanding this failure of form. It treats institutions as living systems that need a workable balance between stabilising forces and exploratory processes if they are to remain both coherent and able to learn. Designing institutions that learn, in this sense, is about building architectures with perception, metabolism, memory and corrective capacity, operating across different tempos of feedback.
Institutions as living systems
We often picture institutions as machines: collections of offices, procedures and reporting lines that can be repaired by tightening rules or adding committees. Dynamic symmetry suggests a different image. It encourages us to see institutions more like organisms, with structures that must register signals, process them and adjust behaviour over time. Stabilising processes include constitutional principles, mandates, legal safeguards and organisational routines. Exploratory processes include complaints, whistleblowing, investigative journalism, scientific evidence, civil‑society campaigns and internal dissent.
Healthy institutions keep these tendencies in proportion. They are stable enough to preserve identity and accountability, yet permeable enough to allow disturbance to be felt and integrated. Systems that drift towards excessive order become brittle: rules harden into defended rigidity, procedures block feedback, and adaptation is treated as a threat. Systems that drift towards excessive disorder dissolve into drift: activity multiplies, but coherent direction and memory are lost. On this view, institutional design is not only about power and competence; it is about maintaining dynamic symmetries between order and constructive disorder.
Perception, metabolism, memory, correction
Thinking of institutions as living systems clarifies the functions they need if they are to learn. Perception is the capacity to register harms, risks and emergent patterns. It depends on openness to information from front‑line workers, affected communities, experts and critics. Metabolism is the ability to process those signals: to sort noise from pattern, place events in context and translate them into standards, guidance or resource shifts. Memory is the structural retention of what has been learned: recurring harms are recorded, review cycles are built into mandates, and previous failures shape future decisions. Corrective capacity is the power to change rules, practices and priorities when evidence shows that existing structures are no longer serving their purposes.
Dynamic symmetry adds a further dimension: tempo. Like living bodies, institutions need fast responses to acute crises, slower processes of repair and still slower reconsiderations of their own architecture. If everything changes rapidly, the institution loses identity and cannot be held accountable. If almost nothing changes, it cannot respond to new knowledge or emerging harms. Designing institutions that learn therefore involves arranging feedback at multiple timescales – immediate operational signals, regular performance reviews and periodic structural reflection – and ensuring that each is linked to real corrective mechanisms.
Beyond single domains
The Schweitzer Institute’s work on animal‑welfare governance shows how these ideas play out in a specific field, but the same structural questions arise in climate bodies, regulators and international institutions. A climate council that receives scientific updates but cannot alter its own metrics or advice in response has perception without correction. A financial regulator that reacts dramatically to scandals yet never revises its supervisory architecture has metabolism without memory. An international agency that adds programmes in response to each crisis, without asking how its overall mandate and structure should evolve, risks becoming an organism with scattered organs and no nervous system.
Dynamic symmetry does not offer a universal formula for institutional design, but it does provide a disciplined way of asking key questions. What does this institution mean by order? Which rules genuinely preserve accountability, and which merely preserve inertia? What does it mean by responsiveness? Which signals does it recognise as legitimate, and how quickly can it act on them? What does it count as improvement? Which outcomes, metrics and experiences are treated as evidence that it is learning? Institutions that make these assumptions explicit and wire them into their own feedback loops are better placed to maintain healthy balances between stabilising and exploratory processes.
Designing institutions that learn is therefore both an ethical and a political task. It requires safeguards for independence, so that bodies can tell uncomfortable truths, and channels of accountability, so that they remain grounded in public concerns rather than insulated technocracy. It asks us to judge institutions not only by their stated values or occasional successes, but by their structural capacity to inhabit edges: to hold enough order to cohere and enough constructive disorder to remain alive to the world they serve.
Dynamic symmetry encourages us to design public bodies as living systems, with feedback, memory and self‑correction built in, so that moral purpose becomes a structural capacity rather than a passing mood.

This paper uses the proposed UK Animal Protection Commission to test whether dynamic symmetry theory and the Dynamic Symmetry Index can guide institutional design. It diagnoses structural imbalances between rigid bureaucracy and episodic activism in current animal‑welfare governance, then sketches the APC as a worked example of an institution built to sit between order and adaptability, with legal authority, diverse expertise and multi‑timescale feedback loops. It asks whether these tools can rigorously shape institutions beyond animal protection.
